    Design & build

    Building in Surrey

Surrey has 11 district and borough councils, and much of the county lies in the Metropolitan Green Belt, so the size of an extension is often judged against the original house as well as against permitted development limits. The Surrey Hills National Landscape adds further design controls across much of the North Downs and the Greensand Hills.

From our Cobham office we work across Elmbridge, Guildford, Waverley, Mole Valley and the rest of the county, on everything from 1930s semis in Epsom and Ewell to large detached houses on private estates. Some of those estates have their own covenants or estate rules alongside the planning system, which need checking before design starts.

Surrey's housing ranges from Victorian villas and Edwardian semis near the railway towns, through the 1930s semis of Epsom, Ewell and the A3 corridor, to Arts and Crafts houses, tile-hung cottages and Bargate stone buildings around Godalming and Haslemere. Large detached houses around Cobham, Oxshott, Weybridge and Virginia Water often suit two-storey extensions and full remodelling, while 1930s semis suit hip-to-gable loft conversions and wrap-around extensions.

    Planning

    Planning in Surrey

    • Most of Surrey outside its towns is Metropolitan Green Belt. Extensions there must not be disproportionate additions to the original building, and each council applies its own guidance on what that means in practice.
    • The Surrey Hills National Landscape covers much of the North Downs and the Greensand Hills. It is Article 2(3) land, so loft conversions and side extensions there need planning permission rather than relying on permitted development.
    • New homes near the Thames Basin Heaths Special Protection Area, which affects parts of west Surrey including Surrey Heath, Woking, Guildford, Waverley and Runnymede, need mitigation, usually a contribution towards Suitable Alternative Natural Green Space.
    • Thames-side areas such as Spelthorne, Walton-on-Thames, Weybridge and Molesey include Environment Agency flood zones, where a flood risk assessment is usually needed with a planning application.
    • Historic centres such as Godalming, Farnham, Dorking and Reigate are conservation areas, and some Surrey streets have Article 4 directions that remove further permitted development rights.

    Questions

    Surrey: your questions answered

Can I extend my house in the Surrey Green Belt?

Yes, in most cases, but an extension that needs planning permission must not be a disproportionate addition to the original building. Each Surrey council interprets this through its own guidance, usually by comparing the extended house with the house as originally built or as it stood in 1948. Permitted development rights still apply in the Green Belt unless they have been removed, so a modest rear extension may not need an application at all.

Do I need planning permission for a loft conversion in Surrey?

Usually not, if the house is outside a conservation area and the Surrey Hills National Landscape. Under permitted development, a loft conversion can add up to 40 m³ to a terraced house or 50 m³ to a semi-detached or detached house, with dormers kept off the roof slope facing the road. In conservation areas, in the Surrey Hills and for flats, you need planning permission. A Lawful Development Certificate confirms the position before building starts.

Can I extend a house on a private estate in Cobham, Oxshott or Weybridge?

Usually, but there can be an extra layer of approval. Some private estates in Elmbridge have covenants or estate rules that require the estate's consent for extensions, separate from planning permission, and some newer houses had permitted development rights removed by condition. Otherwise, a single-storey rear extension to a detached house can usually extend 4 m under permitted development, or 8 m with prior approval. We review the planning history first, and your solicitor can confirm any covenants.

How much will my project in Surrey cost?

We price each Surrey project individually and give a fixed-price quote after a free survey, rather than quoting a rate per square metre. The price reflects the design, the structure of the existing house, ground conditions, access and the specification you choose. Surrey-specific factors, such as Green Belt design limits, flood-risk measures near the Thames or matching materials in a conservation area, are included in the quote from the start.

How long does planning take with Surrey councils?

Householder applications to any of Surrey's 11 councils have an 8-week statutory determination period from validation, and prior approval for a larger single-storey rear extension is decided within 42 days. Green Belt, conservation-area and listed building cases can take longer where the council asks for changes. Building Regulations approval and any party wall agreements usually run alongside. We confirm the build programme once the design and approvals are settled.

Do you cover Guildford, Woking and the rest of Surrey?

Yes. From our office in Cobham we take on projects across all of Surrey, including Guildford, Woking, Epsom, Leatherhead, Dorking, Reigate, Farnham, Godalming, Haslemere and Camberley, as well as Esher, Oxshott, Claygate, Weybridge and Walton-on-Thames closer to the office. Each project starts with a free survey at the property, followed by a fixed-price quote from our in-house team.
